Transparency International UK (TI-UK) is the country’s leading anti-corruption non-governmental organisation, and is part of a global coalition sharing one vision: a world in which government, business, civil society and the daily lives of people are free of corruption.

    INTRODUCTION

    The failure of many countries to provide security and justice for their people, or to forge stable and predictable relationships with their neighbours, is a root cause of some of the world’s most significant security challenges. TI Defence and Security is working towards a world in which governments, the armed forces, and arms transfers are transparent, accountable, and free from corruption. We seek reforms toward open governments served by transparent defence institutions that are accountable to ordinary people and whose primary purpose is the protection of all citizens.

    TI DS works across three themes: with developed and emerging powers to create global standards for the governance of military power; on conflict and insecurity - to ensure policy makers recognise the threat corruption poses to peace and to reduce defence corruption in a fragile and conflict affected states; and tackling corruption in the global arms trade.

    The goals of the TI-DS Conflict, Insecurity and Corruption Programme are to ensure that corruption is recognised as a threat to security and peace; to reduce corruption and increase accountability in defence establishments in fragile and conflict affected states; and to advocate for interventions that encourage accountability and help reduce corruption.

    Project/Programme Manager – Conflict and Insecurity

    ROLE PROFILE

    We are looking for a permanent project manager to join TI-DS’s dynamic conflict and insecurity team which is implementing projects in Mali, Nigeria, Tunisia, Ukraine and the Middle East. The ideal candidate will be able to draw on previous experience either working in the development or NGO sector and will build on TI-DS’s knowledge of anti-corruption programming to deliver high impact projects in challenging environments.

    This will be an exciting opportunity to make a real impact. You will work as part of a dedicated international team that is committed to fighting corruption within the defence and security sector and the arms trade. You will blend an international perspective, experience and expertise working on defence issues and Africa, and strong strategic thinking with solid project implementation experience. You’ll be keen to work closely with a great team working in some difficult contexts. We are looking for someone who is motivated, organised and able to work independently, but with an interest in building the capability of staff in TI chapters. The successful candidate will ideally have a good understanding of defence governance challenges, and military experience would be an asset.

    Details:

    • Role reports to the Programme Manager – Conflict & Insecurity
    • Salary and job grade dependent on experience
    • Permanent, full time (35 hours per week)
    • 25 days holiday (in addition to public holidays)
    • Location: ideally London, UK (Borough, SE1). Other locations relevant to programme priorities may be a possibility for the right candidate.

    KEY DUTIES

    The successful candidate is expected to have responsibility for designing and managing the delivery of projects in multiple locations. The programme is expanding in a number of geographic areas – including building country programmes in the Middle East and Africa, and several thematic areas, particularly anti-corruption on UN peace operations and understanding the role corruption can play in undermining peace settlements. The precise portfolio of responsibilities be finalised on appointment of the successful candidate, but will include managing multiple projects in West Africa.

    The successful candidate will be expected to develop an in-depth understanding of the political and practical barriers to the development of more accountable and transparency defence institutions in a particular context and, in conjunction with in-country programme staff or delivery partners, develop clear strategies for tackling them. Projects might include capacity building activities, research, or advocacy, and the successful candidate will be comfortable working with TI’s network of consultants and senior advisers, drawing on the programme’s and chapter’s existing experience workshops, as well as introducing new thinking. The project manager will be responsible for ensuring strong budget management and effective relationships with donors and other international organisations.

    EXPERIENCE AND KNOWLEDGE

    Essential

    • 5-7 years (paid) professional experience, including evidence of responsibility.
    • Excellent people and communication skills; including the ability to work effectively in teams and with external partners and organisations;
    • Experience in project management including administration, budget management, time management and delivery;
    • Skilled at networking and building strong working relationships with individuals and organisations;
    • Relevant experience, perhaps working in the development sector, defence, on broader issues of governance, or in supporting nascent civil society organisations
    • Excellent command of verbal and written English; working proficiency in French.
    • Knowledge of defence sector and governance challenges in Africa.

    Desirable

    • An understanding of (anti-)corruption or experience working in a challenging environment where corruption is a factor;
    • Previous experience in delivering high quality projects, including research projects;
    • Previous experience of managing staff, or have demonstrated the potential to do so;
    • Knowledge of the defence and security sector; military experience is a strong asset;
    • Experience of communications and crafting bespoke messages for a variety of audiences.

    Person Specification:

    • A ‘self-starter’, able to quickly assimilate new information and to manage their own workload and tasks within strategic priorities and with minimum supervision;
    • Capable of demonstrating creativity in applying solutions, and working with a geographically diverse team;
    • A highly organised individual, able to effectively manage and deliver a long-term project and annual budget without supervision;
    • A commitment to Transparency International’s core values: Transparency, Accountability, Integrity, Solidarity, Courage, Justice and Democracy;
    • No restrictions on right to work in the UK and willing to undertake regular travel to programme areas, including Mali and Nigeria.
