Position Summary

Creative Associates International (Creative) seeks a 

Deputy Team Lead for Compliance and Operations (DTL-CO) 

who will be responsible for building and managing systems and processes for the successful compliance and operations for a Syria-related project. The DTL-CO will direct all operational, administrative, compliance and financial functions of the project on behalf of Creative providing operational and administrative support and expertise to the program, serves as lead in the absence of the Team Lead, and liaise with the client, other implementing partners and any other key stakeholders at the direction of the Team Lead.

The Deputy Team Lead will be based in Berlin, Germany and will report to the Team Lead and work closely with the Creative home office team.
 

Responsibilities:

  • Manage all administrative and financial aspects of the project implementation according to Creative and USG policies and procedures. 
  • Oversee project accounting, including payroll, A/R, and A/P. 
  • Oversee administration of subcontracts, activities, and procurement. 
  • Liaise with Creative home office project management team to prepare budget projections, monthly financial reports, and burn rate analysis. 
  • Carry out policies and procedures in place required for all operational transactions across project in coordination with home office and Team Lead to ensure full compliance with Creative policies and USG regulations. 
  • Ensure financial controls and cash management policies and procurement policies and procedures are followed. 
  • Ensure timely payment and reporting of expenses. 
  • Supervise Operations Coordinator and Implementation Officer and improve coordination among the operational units, as well as with technical components. 
  • Provide training and mentoring to partners to strengthen capacity. 
  • Help recruit and directly supervise local project staff in line with Creative HR policies; oversee the management of project office human resources to ensure a diverse, skilled, and productive workforce, an effective leadership team, and an organizational culture where Creative’s values are practiced. 
  • Serve as Acting Team Lead in the Team Lead’s absence. 

Qualifications:

  • At least 8 years of experience in managing international development projects in complex environments that focus on stabilization in conflict zones. 
  • Master’s degree in a relevant field, such as political science, public policy, or public administration. 
  • Demonstrated experience in overseeing compliance, operational, administrative, and financial management functions of international development work. 
  • Knowledge of the political, economic, cultural, and social context in Syria and the issues affecting service delivery in areas affected by conflict. 
  • Demonstrated effective interpersonal skills, creative problem-solving, and ethical management. 
  • Demonstrated ability to manage and oversee multiple complex tasks simultaneously. 
  • Experience managing large, donor-funded programs, with demonstrated capacity to create and/or maintain complex systems and procedures involving multiple implementation sites, multiple partners, and diverse staff and beneficiaries. 
  • Expertise in USG policies, procedures, and regulations, agreement compliance, financial planning and management, procurement, sub-award management, and other management support areas. 
  • Ability to effectively manage multi-disciplinary teams of professionals. 
  • Ability to provide the financial management and oversight necessary to successfully execute a large-scale program. 
  • Demonstrated ability to develop and maintain strong relationships with beneficiaries in Syria. 
  • Fluency in English. 
  • Arabic proficiency and/or German proficiency a plus.
