Advisor for Eastern Europe Migration Alliance building

Oxfam is advocating for an EU asylum and migration policy that is aimed at protecting instead of rejecting people who are on the move to Europe to escape war, persecution and poverty. In order to prevent further political backlash that would lead to more suffering at Europe’s borders, solidarity among civil society with migrants and asylum seekers needs to be strengthened in particular in some of the new Member States in Eastern Europe, whose governments are pushing for strong anti-immigrant agendas within the EU.

Oxfam aims to work with civil society partners and alliances in Poland, Czech Republic and Slovakia and strengthen links with pan-European voices of solidarity in order to strengthen human rights centered EU policies on asylum and migration. The advertised post will plan and implement campaigning and advocacy work with eligible partners in these countries, contribute to Oxfam’s development of asylum/migration policy on EU level and support where appropriate Oxfam’s related work on the German level.

To strengthen our Advocacy and Campaigns team at our head office in Berlin we are looking for an experienced

Advisor for Eastern Europe Migration Alliance building

This is a full-time position at 38 hours per week. Desired starting date is 1st June 2016. The contract is initially fixed to a term of 1 year.

Your role:

The Eastern Europe Alliance Advisor will build alliances and engage with civil society in Poland and other countries of the Visegrad Group, work within the global Oxfam “Rights in Crisis” campaign structure. You will have close relationships in particular with Oxfam’s Europe Migration Regional Campaign, with Oxfam’s EU office based in Brussels and with Oxfam Germany’s Rights in Crisis team based in Berlin. You will maintain also close working relations with Oxfam offices at other EU Oxfam affiliates for aspects related to these countries.

Your tasks in detail:

  • contribute to Oxfam’s policy development and advocacy related to asylum and migration politics in the EU, Germany and other European countries at senior level;
  • be the contact person for the Oxfam confederation for external partners in the Visegrad region;
  • analyse politics and public opinion on migration in selected countries of the Visegrad group, in Germany and in the EU;
  • map, analyse, develop and maintain contacts with civil society organizations and influencers in Poland and other Visegrad countries; initiate and support national and international coordination structures;
  • develop policy messages for national contexts in Poland and other Visegrad states  based on Oxfam’s policy on migration;
  • support related advocacy of civil society partners, identify campaigning opportunities (topics, moments) and support civil society partners in delivering impactful campaigning actions;
  • identify and collaborate with influencers (governments, CSOs, foundations, think tanks, public figures) in Germany and potentially other EU countries to influence politics and opinions in Visegrad states;
  • contribute to Oxfam Germany’s migration strategy and support its lobbying towards the German government on Eastern Europe related migration politics
  • support Oxfam Germany’s content-related institutional fundraising, as the funding available for this position is only covering 1 year
  • work in close contact with the Executive Director, Campaigns department, Projects and Humanitarian departments and external services.

Your profile:

  • University master degree in political or social sciences or related fields
  • minimum of 5 years of job experience in the field of advocacy work
  • senior-level experience and skills regarding advocacy work at an international level
  • several years of experience in project management
  • good knowledge of the German and international NGO landscape
  • Existing networks/contacts to relevant civil society organisation in target countries
  • experience in organizing and leading teams
  • proven analytical skills and ability to think strategically
  • independent and goal-oriented working style
  • excellent written and verbal communication skills, strong negotiation skills
  • strong team-player
  • experienced with MS-Office software
  • native speaking level of German, excellent verbal and written English skills; good knowledge of Polish is desirable
  • Identification with Oxfam`s goals and values.
