Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. Democracy Reporting International promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide.
DRI is currently recruiting a full-time Project Officer for its head office in Berlin. In collaboration with, and under supervision of, the Director of Finance and Administration s/he will provide finance and budgeting support to the Programme Unit in order to ensure that projects and programmes are implemented in accordance with contractual obligations by funding partners, other legal requirements and in compliance with DRI’s policy.
Duties and responsibilities:
- Provide support to the Programme Unit for budget preparation and monitoring of expenditure, including the preparation of internal financial reports;
- Closely collaborate with the Programme Officers when preparing financial reports and audits for submission to the funding partners;
- Proactively identify areas of potential financial risk and propose solutions;
- Ensure compliance of project budgeting and financial reporting with funding partner’s contracts and regulations;
- Prepare and carry out financial evaluation of tenders and contracts;
- Contribute to the development and maintenance of appropriate finance systems;
- Participate in the regional Cluster Meetings and keep up with the development of the projects;
- Ensure regular communication with the Finance Officers in DRI’s country offices and provide guidance and support where required;
- Communicate with donors regarding financial issues;
- Other relevant duties, as required.
Qualifications required:
- University degree in Business Management or other relevant fields;
- Several years of work experience with finance management in NGOs or international organisations, ideally with multi-donor programmes;
- Experience in developing, managing and monitoring finance and accounting systems, policies and procedures in compliance with international donor requirements;
- Sound knowledge of financial management principles, in particular with regard to project management and allocation of resources;
- Knowledge of, and experience with, EU financial rules and regulations for external actions is an asset;
- Good communication and negotiation skills and ability to work as part of a culturally diverse team;
- Excellent IT-skills, including excellent knowledge of Excel and familiarity with accounting systems;
- Fluency in written and spoken English, knowledge of German and French is an asset.
