Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. Democracy Reporting International promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide.
DRI is currently recruiting a full-time Programme Officer MENA (f/m) for its head office in Berlin. In collaboration with, and under supervision of the Regional Manager MENA you will support and monitor all phases of programme implementation in accordance with the project proposal(s)/contract, the donor requirements and conditions, and DRI policy and procedures. In particular s/he will focus on programme planning, development, monitoring and updating of work plans, effective delivery of programme activities in compliance with project documents, and the fulfillment of reporting requirements. Furthermore, s/he will ensure compliance with the relevant financial, procurement and reporting procedures. The incumbent will also oversee all aspects of project closure and ensure close coordination and regular and effective communication between the country team and DRI management.
Your duties and responsibilities:
- Contribute to the work of DRI’s Programme Unit, specifically the fundraising for, and development and implementation of programmes in the Middle East and Northern Africa;
- Act as the focal point for the donor on all aspects of the assigned projects and coordinate narrative and financial reporting to the donor;
- Develop, monitor and manage project budgets, forecast expenditure in cooperation with the country office, ensure expenditure tracking and controlling by the finance unit, and approve procurement for purchases over the thresholds defined in DRI procedures;
- Monitor project compliance with the project work plan, budget donor regulations, and DRI guidelines;
- Ensure the development of a monitoring and evaluation plan, and that the monitoring and evaluation is carried out in accordance with it;
- Plan for and coordinate project opening and closure;
- Ensure archiving of project documentation in line with DRI procedures;
- Coordinate local programme teams and experts for the assigned projects;
- Conduct research and analysis on political developments in the region;
- Cooperate with the country office in the development and implementation of activities, including workshops, expert missions and publications;
- Ensure effective on-going communication with project offices and regular reporting, also through regular visits;
- Prepare draft contracts for international experts and evaluators, and co-ordinate their mission;
- Other relevant duties, as required.
Qualifications we require:
- University degree, preferably in international relations, political science, law, social sciences, or a related field.
- At least three years of relevant professional experience in working with international, regional or civil society organisations, ideally in the field of democracy and/or human rights.
- At least three years of relevant experience in project and budget management.
- Relevant experience in the MENA region is an asset
- Working knowledge of Microsoft Office, and spreadsheets used to track project activities and outputs.
- Strong planning and organisational skills.
- Good communication and negotiation skills and ability to work as part of a culturally diverse team;
- Fluency in written and spoken English, knowledge of French/Arabic is an asset.
