The Civil Society in Syria Program (CSSP) is funded by the U.S. Department of State’s Bureau for Near Eastern Affairs Office of Assistance Coordination (NEA) and implemented by Development Transformations (DT). The program aims to increase the ability of civil society organizations, advocacy organizations, and individuals to serve, represent, and advocate for all Syrians and hold local governance structures accountable. It aims to increase citizen participation, help strengthen non-sectarian voices, expand the moderate space, and provide increased accountability for local governance structures in the targeted regions of Syria.

Position Summary:

The Grant Development Manager will be based in Berlin, Germany, and report directly to the Grants Director. The Grant Development Manager will participate in the development of the overall Program strategy and approaches and be responsible for the development of grant and other activities with partners in Syria and for monitoring their implementation within the context of stated Program objectives and strategies. Grant Development Manager responsibilities include but are not limited to:

Develop and maintain relationships with Syrian civil society organizations in the areas of CSSP operations and take a lead role in the development of grant and other activities related to enhancing civic participation, countering violent extremism, and advocacy;
Work with civil society partners and CSSP field teams, based in Syria, to draft, edit and submit project ideas and proposals to the Grants Director for review and delivery to NEA;
Work with relevant CSSP team members to conduct mini risk assessments, risk assessments and produce risk matrices for specific grant proposals;
Supports Grant Managers in development of grant budgets to ensure consistency with related objectives, expected outputs and grant proposals;
Ensure proper negotiation of terms and conditions for grant and other activities;
Support measurement of grantee capacity to implement proposed activities;
With Grants Manager, provide policy guidance and interpretation for grantees regarding NEA and DT grant management policies, procedures and practices;
Monitor and assess the impact of program activities, with a focus on how grant and other activities contribute to broader CSSP objectives, through frequent communication with grantees and filed operation teams, and collection of project deliverables and regular programmatic progress reports;
Review and approve the quality and completeness of technical deliverables to ensure expected outputs and objectives are achieved
Support Grant Managers to maintain appropriate programmatic records and documents in grants folders and in CSSP program management database (TAMIS);
Keep abreast of national and regional political, social, economic and humanitarian developments and prepare and deliver written and oral briefings when requested;
Maintain and continue to build a network of local partners, measuring their capacity for collaboration in activities within the context of CSSP goal and objectives;
Consult regularly with local and international CSOs, donors and local government officials active in regions of focus on development policies, political developments and security and access issues;
Work with M&E and reporting team and contribute to donor reports, success stories, quarterly and annual reports;
Take part in assessments, in regions and on themes determined jointly with the Grants Director, that contribute to the development of strategic approaches for achieving program goals;
Other duties, as assigned by the Grants Director, that are consistent with the overall focus of the assignment.

Key Qualifications:

Advanced university degree in social sciences, political sciences, law, economics, public administration or similar
4+ years of experience in implementation of donor-funded programs focused on peacebuilding, good governance, civil society development, community development, media strengthening, etc;
Hands-on experience in design, monitoring and evaluation of development projects;
Demonstrated experience in programs requiring community-level engagement
English and Arabic language fluency, including excellent writing skills;
Excellent communication skills and demonstrated skills in effectively working, coordinating and negotiating with local institution and organizations, donors, and partners;
In-depth understanding of local, national and regional dynamics related to conflict in Syria;
Self-starter with strong ability to work and produce results in challenging and fluctuating operational contexts, under time pressure, with limited supervision and guidance; and
Experience working in Syria and/or neighboring countries on similar grant-making programs.
