Médecins Sans Frontières – Ärzte ohne Grenzen e.V. (MSF-Germany) is the German section of the international medical aid organisation Médecins Sans Frontières which provides medical humanitarian aid in crises worldwide. MSF-Germany contributes to MSF’s global operations by supporting projects in the field, recruiting field personnel, raising awareness of humanitarian issues and raising funds mainly from private donors. The overall budget of MSF-Germany was about 140 Million € in 2015. Currently there are roughly 120 positions in the Berlin office and MSF-Germany organizes about 350 departures of field staff to MSF projects per year.
MSF-Germany is one of 21 MSF sections. It works closely with the MSF Operational Centres in Amsterdam (OCA) and Geneva (OCG), through which the majority of field personnel and funds are channelled. MSF-Germany is also directly responsible for OCA field operations in nine countries. The organization has a strong image in Germany and has ambitious plans to further increase its support of MSF field operations, especially through funding and field personnel, over the coming years.
The Finance and Administration department is responsible for all financial issues, the internal administration of MSF-Germany including IT, facilities and reception as well as for raising funds from institutional donors, mainly the German government. The department ensures that as an organization almost exclusively financed through private donations, MSF-Germany applies the highest standards of accountability and transparency to its daily work. The head of department also works closely with other components of the MSF movement to ensure the effective and efficient use of our resources. As a transversal service provider to all other departments, the Finance and Administration department plays a key role in enabling MSF-Germany to attain its strategic objectives.
Main Objective
He/she ensures the sound and transparent financial and administrative management of MSF-Germany in accordance with German legal requirements and international MSF regulations and standards.
Specific Objectives
- The financial management and general planning of MSF-Germany is sound and complies with the MSF charter, internal financial policies as well as relevant German legislation and regulations
- MSF-Germany disposes of and uses effective mechanisms to plan, report on and control its activities
- MSF-Germany contributes to the sound financial management of the MSF OCA in particular and the international MSF movement in general
- MSF-Germany can rely on strong internal administrative services
- MSF-Germany disposes of strong IT systems and services
- The Finance and Administration Department is managed well.
Tasks related to the specific objectives
- Finance (national and international)
- Supervises and develops all financial policies and processes of MSF-Germany
- Ensures the timely completion of the annual accounts and the yearly external financial audit (MSF-Germany accounts, MSF International Combination Package, Ärzte ohne Grenzen Foundation)
- Provides analysis and advises the General Director, the Management Team and Board on financial issues; cooperates effectively with the MSF-Germany treasurer
- Oversees all authorization procedures including for contracts with external suppliers
- Participates in OCA international MSF Movement efforts to harmonise financial processes and increase mutual accountability between MSF entities
- Plans and supervises institutional fundraising
Administration
- Ensures efficient and effective management of office premises and facilities as well as reception
- Oversees the overall development and delivery of IT services for MSF-Germany in cooperation with MSF international platforms where relevant
- Working with the external data security officer, ensures that MSF-Germany fully complies with German regulations concerning the management of data
- Ensures that the office has the needed policies in place to manage its operation; Initiates the development or updating of such policies when necessary.
Planning, Monitoring and Evaluation
- Manages the budget process of MSF-Germany and ensures regular financial monitoring and controls
- Organises the annual planning process and the monthly and three-monthly reporting in co-operation with other departments
- Ensures that the risk assessment of MSF-Germany is up-to-date and organizes regular reviews of the organization’s risk management by the MT and the Board
- Ensures regular reporting on MSF-Germany’s performance and financial results to the Board and the international Movement
Legal and taxation matters
- Manages legal issues concerning taxes etc. and oversees contacts with financial institutions/authorities in co-operation with management and board
- Assists other departments in addressing legal and taxation questions
- Power of attorney for legacies
- Monitors possible misuse of the legally protected trademarks of MSF by entities and individuals in Germany and intervenes to put a stop to this if necessary
Management of the Finance and Administration department
- Leads a team of two coordinators and ten staff
- With the coordinators and staff, develops the annual and strategic plans for the department
- Carries out job performance evaluations and supports career development of staff
- Ensures a constructive working atmosphere and good team spirit
- Provides regular feedback to the team on relevant issues from the Management Team or the MSF movement
Active participation in MSF-Germany management team
- Contributes to the strategic and effective management of MSF-Germany
- Ensures that the Finance and Administration department cooperates effectively with the other departments
- Represents the Finance and Administration department at board meetings
Profile
- Academic degree in Finance and/or Business Administration
- Ten years working experience in financial management and controlling, including in a senior management role • Knowledge of German finance and tax regulations
- Proven strong leadership capacity, management- and planning skills
- Strong interpersonal management skills and high commitment to team work
- Strong analytical and communication skills
- Previous work experience in a Non-Profit-Organisation
- Ability to think strategically and analytically
- Ability to work to tight deadlines
- Ability to manage several complex tasks and processes concurrently
- Strong commitment to MSF’s vision, mission and way of working
- Interest in Humanitarian questions and debate
- Fluency in German and English needed
- Excellent knowledge of standard computer software
- Willingness to travel occasionally (Europe and Field projects).
