Development Officer (Employment & Skills)

Blackpool, Salary £16,867 – £20,049 pa

We are looking to recruit a Development Officer to deliver our personal development programme aimed at young people aged between 16 and 25.

The Employment & Skills team at Groundwork deliver a number of programmes helping to change the lives of young people. By helping to identify barriers and enhancing skills you will be assisting young people to become more employable or return to education or training.

We are looking for a person who is confident in their own abilities and able to be a good role model to the young people on our programmes. The successful candidate must be understanding and respectful, being able to relate to young people yet have the ability to set boundaries in a clear and non-judgemental way.

You will be involved in the marketing, recruitment, planning and delivery of our programmes.

This role will involve delivering and assessing against qualification standards to meet expected learning outcomes and assessment criteria, and you will need proven experience in delivering youth activities.

Primary Purpose of Position

  • To deliver youth related programmes within the Employment & Skills Dept.
  • To market, develop, deliver and assess new and existing people programmes.
  • To recruit participants and volunteers, organise community projects and individual work placements.
  • To provide leadership and guidance on an individual and team basis for the programme participants.
  • To work flexible hours which may include evenings and weekends as and when required which may include covering on other programmes.
  • To line manage Development Assistant.

Key Tasks

  • Set programme learning objectives to meet both team and individual needs.
  • Liaise with community organisations, agencies and partners to plan, in line with programme requirements.
  • Prepare, deliver and assess against qualification standards.
  • Provide leadership and guidance to the participants, taking responsibility for their health, safety and welfare including appropriate disciplinary procedure.
  • Conduct regular meetings for evaluation, review and assessment with the whole team and on an individual basis.
  • Submit regular reports on the programme to line manager.
  • Manage the budget for the programme and provide regular financial updates to the Line Manager.
  • Organise and participate in residential when required.
  • To assist in data collection to facilitate project evaluation and the production of regular monitoring reports for the management team.
  • To ensure that all Health and Safety Procedures/Risk Assessment systems are effective
  • Other such duties as necessary for the maintenance and development of Groundwork People Programmes.

PERSONAL SPECIFICATION

Groundwork CLM is seeking a self motivated, dynamic individual to lead its activities. The suitable person will be well organised, assertive, positive and calm under pressure. They will be able to lead from the front, relish a challenge with an eye for opportunity to expand the programme’s boundaries. 

Education/Qualifications

Essential

  • Qualifications Training that demonstrate personal development within this area of work

Desirable

  • Youth & Community qualification
  • Relevant degree
  • Level 3 Assessing Vocationally Related Achievement
  • John Muir Award training
  • MIDAS (Minibus qualification)
  • Award in Teaching & Training (formally PTTLS)
  • TAQA

Experience

Essential

  • Experience of planning, delivering and assessing programmes of activity
  • Proven experience of leadership, preferably leading young people and / or volunteers
  • Proven IT skills proficiency

Desirable

  • Experience of marketing and promotion
  • Experience of basic skills/accredited delivery

Skills & Attitude

Essential

  • Excellent and versatile communication skills
  • Excellent organisational abilities with close attention to detail.
  • An enthusiastic motivator, with patience and tact in abundance
  • Willingness to work as part of a team, demonstrating a flexible approach

Knowledge

Desirable

  • Knowledge of the local area
  • Knowledge of client group

Miscellaneous

Essential

  • Prepared to undertake occasional out of hours work including evening & weekends
  • An appreciation and commitment to Health & Safety in the workplace
  • A commitment to Equal opportunities in all work practices.

Desirable

  • Full driving licence obtained prior to Jan 1997 or PSV licence. (max of 3 points
