Position Summary

Creative Associates International (Creative) seeks a

Monitoring and Information Officer (M&IO)

who will be responsible for the monitoring and evaluation of a multi-million-dollar project in Syria. The M&IO will review existing M&E plans and methods of collecting data to ensure accurate documentation of programs results. S/he will provide technical advice on how to improve existing plans and indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities. The M&IO will work closely with the Creative field officers and program teams to ensure recommendations and lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes.

The M&IO will be based in Berlin, Germany and will report to the Information and Reporting Manager and supervise no staff.

Responsibilities:

Monitoring

  • In collaboration with the IRM, review existing Creative/Syria Monitoring and Evaluation (M&E) plans and provide recommendation for improvements
  • Assist the IRM to ensure the project achieves its goals and corresponding objectives and targets
  • Oversee the implementation of the various performance monitoring plans to capture project performance and results, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations
  • Develop and oversee data flow pattern that will ensure timely data collection and reporting
  • Lead efforts with field officers to utilize training monitoring systems to track and monitor indicators to facilitate follow-up and recordkeeping
  • Work with individual program staff to prepare and track progress of the activities they are responsible for

Data Collection and Evaluation

  • Coordinate evaluations with partners and vendors, as provided in project documents and operations research, including design, data collection, management and analysis
  • Work with field officers inside Syria to collect information from field based interviews and/or focus groups with beneficiaries
  • Conduct data analysis and write research reports
  • Ensure quality of data collected through periodic verification procedures including routine data quality audits

Reporting

  • Lead results reporting by providing written documentation on M&E activities and indicator results for progress and quarterly reports, as appropriate
  • Promote and support the dissemination of project results and information to key project stakeholders, including by proposing and drafting success stories
  • Assist in writing quarterly reports and any other needed reports

Qualifications

  • Bachelor’s degree in international studies, law, demography, statistics, social sciences or related field or equivalent experience
  • Minimum 2 + years of work experience in monitoring and evaluating multi-year projects
  • Proven expertise in quantitative and qualitative methodologies, reporting, data quality assessments, data analysis
  • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access
  • Proven experience filling out Results Monitoring Plans (RMPs)
  • Proven ability to establish and maintain interpersonal and professional relationships with donors, host-country counterparts and other key stakeholders
  • Demonstrated organizational skills
  • Excellent reporting skills, including in English
  • Excellent verbal, interpersonal and presentation skills in English
  • Arabic language required
  • Proficiency in word processing and Microsoft Office
