Project Description
The Open Society Initiative for Europe (OSIFE) is seeking a full-time staff member – initially for September 2019-May 2020 - to support the work by the Transparency, Accountability and Participation Division by providing knowledge support on programme development, evaluation and learning, and other relevant areas.
Background
The Open Society Initiative for Europe is about to enter its next strategic planning phase (for its 2021-2025 cycle). The newly formed Transparency, Accountability and Participation (TAP) Division which focuses on grant-making to civil society organisations in this field across Europe, constitutes one of three divisions within OSIFE. The TAP Unit would like to make use of the strategic planning phase to reflect on its scope of work so far, identify potential new areas of grant-making support as well as potential advocacy avenues on democratic governance issues in Europe and/or adjust current grant-making portfolios. In addition, we are keen to strengthen our ability to assess and learn from our grant-making support and share these lessons across the OSF network and beyond.
Responsibilities
The staff member will report to the OSIFE TAP Division director and work with the entire TAP team as well as other relevant OSF colleagues to help design and implement evidence-based projects supporting (grant-making) programme development, advocacy, and assessment and learning.

- Produce a reflection paper on past work supported by the TAP Division with a focus on major lessons learned of relevance for the new strategy cycle
- Research and draft paper on current and future democratic trends in Europe, with a particular focus on democratic innovation, undue influence on policy-making, the future of an open public sphere and the surge of authoritarianism across the continent.
- Help scope potential opportunities for new/more ambitious interventions on transparency, accountability and participation across Europe (including identifying relevant civil society organisations/networks, other stakeholders as well as upcoming policy advocacy opportunities)
- Identify work areas by other OSIFE portfolios and global OSF programmes (e.g. Human Rights Programme, Information Programme, Economic Justice Programme) in Europe which are of relevance for TAP Division work
- Work with TAP team to develop & implement assessment and learning tools as part of a wider OSIFE push in this area.
- Coordinate relevant knowledge and learning sub-projects and teams within TAP team and input in relevant OSF-wide knowledge and learning initiatives
- set up and facilitate conversations and exchanges (within the TAP team, and potential external input) on joint areas of work
- identify potential resources and innovators in the fields of TAP grant-making
- Any other forms of support that may emerge as necessary to the joint work of the TAP division
- 7-10 years of progressively responsible experience working in the areas of transparency, accountability and participation, with a focus on Europe
- Knowledge of key organizations and arguments in the field of transparency, accountability and participation in Europe
- Sound understanding of democratic governance trends across Europe
- Proven experience in coordinating evaluation and learning initiatives, particularly in designing and leading theory of change exercises
- Project management experience, with grant making experience a plus
- Experience working with or in non-governmental organizations
- Excellent written and oral English skills required
- High level of emotional intelligence including the ability to grasp and work within a complex organizational environment, to show sensitivity and respect for people working in different roles, and to empathize with different points of view
- Exceptional collaboration skills including the ability to identify opportunities from working with others and to innovate and increase impact based on synthesis of different topics and portfolios
- Excellent strategic and analytical skills including the ability to combine external and internal inputs into a compelling strategy
- Authorization to work in Germany
