Chemonics seeks a

program officer

to support activities in Syria for the ongoing Injaz project. The program officer, based in Berlin, Germany, will have a five-day workweek and will not be required to travel inside Syria. The program officer will work to develop and manage sub-awards with community-based organizations and local councils in Syria; develop and maintain partnerships with local sub-awardees to support educational and other program objectives; and work in coordination with team members and field staff. The program officer will report to the director of programs and supervise field program advisors, who work primarily in Syria. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Identify and conceptualize potential activities that respond appropriately to the current political situation and established program goals and objectives
  • Prepare grant documents to ensure consistency with program priorities, goals, and objectives
  • Organize and facilitate kickoff meetings with sub-awardees to review sub-award agreements and regulations/requirements related to reporting, procurement, monitoring, and invoicing
  • Adhere to and act in accordance with Chemonics’ professional code of ethics, “Living Our Values,” making its principles part of Injaz’s culture and operating procedures and ensuring the highest levels of integrity
  • Foster and maintain effective professional relationships with prospective and actual grantees and vendors
  • Liaise with sub-awardees, with support from the field program advisors
  • Provide technical assistance to sub-awardees and potential sub-awardees as required during the sub-award preparation and implementation phases
  • Prepare drafts of relevant sections of donor reports, and respond to time-sensitive donor requests for information
  • Analyze the rapidly changing political environment and contribute to planning exercises, under the overall guidance of the chief of party
  • Coordinate with procurement and finance team members to ensure effective grant implementation, compliance, and procurement requirements
  • Maintain complete and accurate hard-copy grant files using the Chemonics sub-award file checklist
  • Evaluate grants progress and coordinate with grantees and other staff to ensure that monitoring and evaluation data and final reports are satisfactory
  • Supervise field program advisors, setting clear priorities
  • Communicate with field staff daily
  • Organize and facilitate periodic debrief meetings and training events with field program advisors, to be held remotely from Berlin, Germany

Qualifications:

  • High school diploma required; university degree preferred
  • Strong organizational, management, and administrative skills, preferably in grant proposals and report writing
  • Ability to develop detailed grant budgets in Microsoft Excel
  • Demonstrated analytical ability and understanding of local and regional political contexts, with the ability to think creatively to conceptualize relevant grant activities
  • Experience working in northeastern Syria highly preferred
  • Ability to communicate effective problem-solving approaches that address low-capacity grantees, a fluid operating environment, and strict Chemonics and donor regulations
  • Familiarity with local governance and education stakeholders preferred
  • Experience in at least three of the following areas: education; psychosocial support; capacity building of NGOs and/or community-based organizations, councils, or other governance entities; monitoring and evaluation; provision of technical support to networks of service delivery organizations
  • Legal authorization to work in Germany
  • Demonstrated leadership, versatility, and integrity
