About the IDEA D4D Hub Project
The IDEA D4D Hub project is implemented under the “Team Europe” initiative D4D Hub - a partnership platform of the European Commission, EU Member States, the African Union Commission, Smart Africa and other relevant partner from the digital ecosystem from Africa and Europe to further digital partnerships and digital economic ties between both continents.
In response to the Horizon 2020 ICT-58 Call and the EU’s Digital4Development strategy, the ‘Innovation Dialogues Europe-Africa (IDEA) D4D Hub’ project will be implemented by a consortium of six European and African cooperation partners. The project aims to foster the digital ecosystem approach to jointly advance a human-centric digital transformation in four African pilot-countries and on a global level. As civil society organizations and academia are critical stakeholders in the advancement of the digital transformation and play an important role in decision-making processes, the project is strengthening their capacity to participate in the development of an inclusive and sustainable digital economy and society, which safeguards democratic values and rights in the interaction between citizens and technology.
All support actions under the IDEA D4D HUB project will contribute substantially and vice versa to all other ongoing “Team Europe” initiative D4D Hub actions such as the DEVCO-funded ‘AU-EU D4D Hub’ project and the ‘African-European Digital Innovation Bridge’.
GIZ is as coordinating agency responsible for the project management and coordination of all six implementing parties as well as for the communication with the European Commission, the financial management and quality assurance of the results.
Role purpose
The selected candidate will be the responsible project manager for the IDEA D4D Hub Project under a Horizon 2020 Grant. S/he will be working under the guidance of the D4D Hub Programme Component Manager of GIZ to ensure jointly the overall strategic orientation, coherency and consistency in the implementation of the overall D4D Hub and its political coordination.
The project manager of IDEA D4D Hub coordinates all project activities among the six implementing parties, carries out the project management, incl. oversight of administrative and financial management, monitoring and reporting on timing and quality of the activities in order to meet the project’s objectives and final results.
Main responsibilities
- Project Management: overall management and implementation of the project according to commission; responsibility for quality management, monitoring and evaluation of the project; risk assessment; project-related communication and reporting towards European Commission and transmitting the necessary information to the implementing parties; Overall legal, contractual, financial and administrative management of the project; Monitoring and control of the project schedule and the timing of the related; Ensuring timely release and accuracy of deliverables.
- Partnership management of the implementing parties: ensure coordination and timely delivery of activities by all six partners; effective communication, collaboration and cooperation among the partners maintaining the digital ecosystem approach; organise project management meetings; close communication and partnership with the European and African institutional partners as well as with other relevant projects’ stakeholders.
- Advisory services as technical D4D expert of GIZ and member in the Operational Steering Committee of the AU-EU D4D Hub project: provide overall methodical and thematic guidance to the project’s operational decisions; support the mobilisation of diverse expertise and networks from within implementing parties for the project’s successful delivery of activities.
Person specification
Requirements
- Master’s degree in digital development, political science, European studies, economics and business administration, or related areas;
- Excellent technical experience on Digital4Development, in particular with digital transformation issues as well as policy advisory services to EU Commission to advance a human-centric digital transformation;
- Minimum five years of relevant project management experience and partnership management in development cooperation ideally as project lead. It will be an asset to have worked already in the framework of an EC project, especially for H2020;
- Min. 3 years of relevant experience at the intergovernmental level, including experience of working with / within the EU and AU institutions in institutional / political affairs or development cooperation;
- Good knowledge of the EU external action policies and related financing instruments;
- Excellent levels of written and spoken English; a very good level of German; French would be considered as an asset
- Commitment to GIZ mission and values.
- Valid work permit for Belgium

What we offer
The position will be based in a dynamic and attractive office in Brussels. The contract start is from January 2021 until end of 2022 and will be under Belgian law (PC200) as a full-time position, with a competitive salary, defined on the basis of the level of experience of the selected candidate.
The package includes additional holidays, lunch vouchers, complementary health insurance in case of hospitalization and subsidy for from/to work transport (public transport or bike).
