Junior Professional Officer (f/m) World Natural Heritage

The UNESCO World Heritage Centre was established in May 1992 to promote adherence to, and more effective implementation of, the Convention concerning the Protection of the World Cultural and Natural Heritage. The Centre was set up to develop an integrated, trans-disciplinary approach to the conservation and management of both cultural and natural heritage of Outstanding Universal Value, in the framework of the directives adopted by the World Heritage Committee and the General Assembly of States Parties to the Convention. Since its establishment, the Centre has worked closely with the Advisory Bodies set up by the Convention (ICCROM, ICOMOS and IUCN) and with relevant sectors at UNESCO and Field Offices in redefining concepts of cultural and natural heritage and in identifying and protecting new types of properties in the framework of the Global Strategy adopted by the World Heritage Committee.

Unit: World Heritage Center, Europe and North America Unit 

Location: Paris

Duration: 1 year with possible extension for another year 

Age restriction: less than 32 years!

Please note that for participants of the JPO-Programme two years work experience are mandatory!

Supervision

Direct supervision by: Chief of the Europe and North America Unit (WHC)

The JPO is expected to carry out his/her assignment within the context of the programme strategy of the World Heritage Centre (WHC). The supervision of daily tasks will be carried out on a weekly basis. The JPO is required to work independently, taking all necessary initiatives to accomplish the established objectives. He/She will consult the supervisor when "out of the ordinary" decisions need to be taken.

Duties and Responsibilities

Under the overall authority of the Director of the UNESCO World Heritage Centre and the direct supervision of the Chief of the Europe and North America Unit, the JPO shall contribute to the safeguarding of natural heritage and perform the following tasks:

  • Advise States Parties from the Europe and North America Region on processes, state of conservation reporting and project development, in the framework of the implementation of the World Heritage Convention;
  • Draft and prepare documents pertaining to the implementation of the World Heritage Convention in the Europe and North America Region for the statutory meetings of the World Heritage Committee, and carry out necessary administrative and organizational tasks to follow-up and implement the recommendations and decisions of the statutory bodies;
  • In co-operation with States Parties in the Europe and North America Region and with the Advisory Bodies to the World Heritage Committee, identify, prepare and implement international assistance projects (preparatory, emergency, conservation and management assistance), where appropriate and contribute to the implementation of the fund-raising strategy, including by elaboration of project proposals related to World Heritage in the Europe and North America Region;
  • In co-operation with States Parties in the Europe and North America Region and with the Advisory Bodies to the World Heritage Committee, contribute to implement the results of the Second cycle of Periodic Reporting of the Europe and North America Region and contribute to the analysis of the findings in view of establishing a systematic framework and a coherent approach for the upcoming Periodic Reporting exercises;
  • In co-operation with States Parties in the Europe and North America Region and with the Advisory Bodies to the World Heritage Committee, organize when necessary reactive monitoring missions to World Heritage sites and report on the findings of the missions to the annual meetings of the statutory bodies of the World Heritage Convention;
  • Perform other duties as may be required in the performance of the above and related functions or other tasks as may be requested by the Director and the incumbent’s immediate Supervisor.

Qualifications and Experience required

  • University degree (M.Sc.) preferably in the area of natural heritage conservation, in environmental matters, social and human sciences (sociology, anthropology, geography, international relations) or applied sciences (landscape architecture, engineering, conservation);
  • Preferably 2-3 years professional experience in conservation or natural resource management at the national and international level, preferably in the relevant Region. Overall familiarity with conservation and management projects related to natural and/or cultural heritage, preferably in the Europe and North America Region;
  • Good adaptation skills to multicultural working environment and ability to deal with diplomatic sensitive issues;
  • Analytical skills to examine material, prepare and process documents for statutory meetings;
  • Computer skills for word processing, excel, database knowledge, internet, etc.;
  • Excellent knowledge of English or French, good knowledge of the other. Knowledge of Spanish would be an asset.
