Our recently launched HR reform will measurably improve UNICEF's ability to deliver results for children, provide donors with the certainty that their contributions are well spent and enhance the employment value proposition for staff by (1) effective talent acquisition; (2) solid talent
management and quick deployment of staff, and (3) robust performance management. For this, HR will partner with line managers and share ownership and accountability for people management on the basis of clearly defined roles and responsibilities. HR client service will be more direct, more consistent and better resourced across all regions and countries.

The HR Officer (Strategic HR Initiatives) will support and work very closely with the senior HR management team in the implementation of UNICEF’s HR strategy, along with its continuing adaptation. He/she will work with and across work units with the HR division, HR functions globally and, not least, non-HR stakeholders within UNICEF and beyond, ensuring that contributions are captured and driven forward, and that the multiple initiatives and projects are carried out timely and purposefully.

The function is located in HR Director’s office at New York Headquarters. The JPO reports directly to the HR Director, with shared day-to-day supervision by the Associate Director, DHR.

Main duties and responsibilities:

  • Work closely with senior management to coordinate on-going organizational change initiatives/projects, business processes and other strategic projects within the global HR function, between HR and other divisions, regional and country offices, as well as with external stakeholders, including other UN agencies. 
  • Support the initiation, implementation and monitoring of various change initiatives; prepare progress reporting, liaise with other stakeholders; identify issues in delivery and propose solutions for the consideration of the Director.
  • Support the preparation of and/or attend meetings involving the DHR Director, the Deputy Director/TM or the Associate Director/PMOD representing DHR, with multiple senior level stakeholders from UNICEF and external counterparts, such as in inter-agency working groups, capturing action and decision points and/or monitor follow up actions.
  • Conduct background research, including studies of academic research papers, private and public sector best practice, and other UN organization strategies.
  • Undertake research, draft and edit documents, briefing notes, statements, background papers, presentations and reports etc. on HR and HR reform-related matters. Consult with and/or coordinate input from relevant Divisions to ensure quality and accuracy of end-product.
  • Foster collaboration and facilitate capacity building and knowledge sharing in DHR, through participation in the DHR community of practice.

Education:

An advanced university degree in Human Resources Management, Education, Public or Business Administration, International Relations, Social Sciences or a relevant field. 

Experience:

Two years of progressively responsible experience in human resources project coordination/management or organizational change management. 
International experience is desirable.

Key Competencies:

  • Fluency in English.
  • Knowledge of another official UN language is an asset.
  • Strong written and oral communication skills.
  • Strong computer skills
